I ordered a certificate for No.1 and then received a message to say that they don't have build data for the R8 which is disappointing but I am now in correspondence with the "certificate officer" trying to find out what information they do have. He admitted that the website is misleading ...

There definitely was a 1.1 8V R3, I learnt to drive in one. My mistake, indeed there was. It's just not been properly documented as an engine option in the VIN decoding documentation released by Rover, incorrectly labelled as 1100 16V MPi instead of 8V MPi. The letter D in the VIN stands for 1100 8...

Your VIN decoding is correct.
From what I know there's never been a 1.1 8V engine option in the R3.

Sadly no build totals, but I might be able to determine that from the later EPCs because apparently they do have the VINs listed. My early 2002 EPC copy doesn't have that information sadly.
