When was it last serviced? Plugs don't last 24k miles for instance in my experience. Engine running issues for me, first port of call is plugs & air filter, doesn't cost a fortune and at least provides a solid basis to work from. Also make sure that all the H.T leads are fully home in the dizzy...

Funnily enough my Turbo Coupe went in for the MOT test yesterday and we stopped at the test emissions due to high CO and lamda numbers... Coolant temperature sensor is the usual culprit on most Rover engines-probably a good place to start. You were spot on. Had to have the ecu re-set aswell but it was the coolant sensor playing up.
