can anyone tell me my engine number is D16Y3 225571 IS THAT A HONDA OR ROVER ENGINE HOW CAN I TELL?

Yes it’s a Honda engine.

As it’s a 416 saloon (presumably R8 shape) then it’s a Honda. The only 1.6 Rover engines were in Tourers, Cabriolets and Coupes (P reg onwards) and the later HHR ‘bubble’ shape 400s.

It's a HH-R. D16Y3 and D16B2 were the two engines used on the auto 416 - the Y3 from 1996 to 1997 and the B2 from 1997 onwards, until the Honda auto option was dropped and the cars got Rover's CVT with K-series engines only.
