London ULEZ and certificate of compliance
Good morning all,
I’m just beginning to learn of a compliance certificate which can be obtained to prove that a vehicle meets the standards to be ULEZ exempt. I have witnessed a couple of success stories with other vehicles which used K series engines. Such as Lotus an Caterhams. Now I’m wondering what could be done for old Rovers.
Here’s the catch, the compliance certificate must be obtained from the vehicle manufacturer. Lotus and Caterham currently still trade. Which rather screws this plan. However on the off chance someone out there knows something or has a connection in a high place. I thought it’s worth discussing.
If the forms can be obtained, I would suggest offering this as perk for paid up members of a Rover club.
There’s a good chance that I’ve most understood what I’ve learned so far and all this could be a load of wibble. Apologies in advance if so.

Well, the Rover brand is still owned by Jaguar Land Rover but they did not have technical responsibility for the cars during this period and so they won't have the relevant documentation. That's probably in the British Motor Museum, if anywhere.

I'd be very interested in how this goes, don't forget the T series, but won't hold out much hope.
I live just on the edge of next years planned expansion in sunny Hillingdon, so paying £12.50 to drive 2 miles to the M40 for a day out at a meet is a bit steep.
One option I'm seriously considering is renting a garage outside of the zone.

Thanks for this post as it reminded me to check the current emission zones rules
I am hoping to take my dad to the Milton Keynes show in September, and he is also in the Hillingdon Area, which means I'd have to enter the Low Emissions Zone for London.
Fortunately the Rover is OK for the Low emission Zone at the moment but will have the same problem if I want to take him to an event in the future.
So interested in any information that is found .
Hopefully you can get the certification sorted and you wont have to find a lock-up garage as they seem to be getting harder to find around London as a lot of councils seem to be selling off their lock-up garage stock to property developers .

You may wish to contact the Vehicle Certification Agency (VCA)
We believe they may be able to assist regarding legacy Certificates of Conformity.

The significant part is "However, it may be worth asking the DVLA is they would accept an Individual Vehicle Approval (IVA) from the Driving and Vehicle Standards Agency (DVSA) in these few cases where a CoC is not available. Such inspections would be chargeable to the vehicle owner and the cost could be significant."
A quick look here - https://www.gov.uk/government/publicati ... costs-cars - suggests that the costs could be £199 as a minimum...

Unfortunately, the Vehicle Certification Agency (VCA) is unable to assist you with your enquiry as our principal role is to carry out safety and environmental testing and certification of production representative vehicles designed for the GB, UK and International markets. Nor do we hold vehicle specific documentation for in-service (registered) vehicles.
Whilst a Type Approval Authority (TAA) may hold a copy of the Type Approval Certificate that they have issued, including any associated Conformity paperwork, such documents are not publicly available as they belong to the Manufacturer and so cannot be released to third parties as they may be covered by Intellectual Property Rights and have a duty of confidentiality.
Therefore, to register a vehicles Euro Status with the Driver and Vehicle Licensing Agency (DVLA) a copy of the Certificate of Conformity (CoC) can only be obtained from the Manufacturer as this documentation is vehicle specific.
However, it may be worth asking the DVLA is they would accept an Individual Vehicle Approval (IVA) from the Driving and Vehicle Standards Agency (DVSA) in these few cases where a CoC is not available. Such inspections would be chargeable to the vehicle owner and the cost could be significant.

I will be honest I didn't know this would maybe even a option. I am a londoner so investigate this again next year

Looking at the site it appears the cost would be circa £213 for a car already registered in the UK - you’d be submitting for a ‘Voluntary IVA’.
I’ve seen some more success stories on SELOC of Elise S1 and S2 owners managing to use the Lotus CoC to achieve exemption from the ULEZ charge.
Just thinking (and maybe a question for John and his knowledge) - could the export certificate issued by manufacturers be used in this instance, if it could be found somewhere?
Did anyone ever manage to liaise with the BMM as to if they’ve got the required documentation?

This gives hope for me being a londoner, when I eventually get mine back on the road once I have passed my driving test. As that was my big concern was the ULEZ expansion.
