Haynes Manual 3344 - Engine Management and Fuel Injection Systems - has a whole chapter on the Honda/Rover PGM-Fi System,
and also on the Rover MEMS MPi and SPi System. It includes detailed descriptions of each component and how to test it, overall description, drawings, diagrams and Fault Code tables.

What are the 'Emissions Results' for your car?

For a 'non-catalyst equipped vehicle', the MOT limits are CO 3.5% and HC 1200ppm.

I didn't realise that these manual's existed so I've ordered one! :)

Before cats became mandated by legislation were they a factory option?

Cats were a factory option, yes. I originally ordered a new 216 back in the day with a cat. The car they then offered me had no cat and wasn't the colour I had ordered - so I turned it down.

Not sure of the emissions, as it has been SORN for 2 years and not likely to make it to the MOT station in its current condition.

Does the 'Check Engine' warning lamp stay on when the engine is running ?

If yes, it means that there is a fault code stored within the Engine Control Unit.

If not, it could be an ignition problem ( which does not switch on the 'Check Engine' warning lamp ).
There are two ignition components on this engine which commonly fail after 80,000 miles:
The 'Ignition Coil' and the 'Ignition Igniter Module'.

With fault finding when we can't find the problem, it can be because we've overlooked something simple? :slapme

Has the O.P ever had the car running properly on the road? if not the black plugs may be due to the engine only running on choke?

Do you have the original bill of sale from the dealer, that would list any factory options fitted?

There is also the possibility that an incorrect replacement exhaust system has been fitted? with the vehicle on a ramp it will be obvious whether or not a cat is fitted.
All exhaust systems for D16 R8's are getting thin on the ground now.

I would inspect the exhaust system change the plugs and look at the air filter plus test the temp sender and read the fault codes on the ECU.

I have just re-read the original post, so what's the basis for saying it's running rich? looking at the plugs [have new ones been fitted] are they the correct ones? or by exhaust gas analyser?

I had a check engine light because one of the H.T leads wasn't fully home in the dizzy cap.

Hi

Cars been off the road for almost 3 years, spent 18 months with someone who said he was a specialist. He just couldn't get the engine to turn after he rebuilt it. All it was was an earth connection behind the pfi that wasn't connected.

It's running rich in that you can see light blue smoke and a strong smell of petrol. I've had 3 mechanics look at it and they all say the same " it's running rich".

My mechanic changed everything to spec, plugs etc. The exhaust system is the original that's been on the car for over 15 years, still in good condition.

I may still have the original book with the sale, it was an ex- company car, I'm the 2nd owner since 1994. Its always run spot on until the head gasket went about 3 years ago, and has been off road since. The unscrupulous wanna be Rover Specialist has alot to answer for. The only good thing he done was the welding.

However, I've put a post up under the recommendation index, and hope that someone might help.
