I am gradually restoring a 214 Cabriolet and have located a tonneau cover and after some difficulty, an emergency cover for the hood. Both are without bags. Can anyone give me any guidance as to what the bags looked like, size and material? My wife has said she will have a go at making them for me if she knows what they are made of.

Pretty sure that the bag for the emergency cover was made from the same material as the cover and was a simple, rectangular shape with the closing flap tucked inside.
The bag only came about when it was realised that the cover could serve in this role, in addition to its primary purpose of transit protection. It even makes an appearance in the brochure!
Did the tonneau cover even have a bag?

Please find attached a couple of pictures of the bags for the emergency cover & tonneau cover, I can't say for sure the tonneau one is a Rover item, but it was in my car when bought it.

That tonneau cover case is a bag for a car cover. Halfords and Sealey use the same one. Light grey fabric with clear covers. Halfords may be clear both sides. Sealey ones only have a clear front. They're not reusable, as the car covers are vacuum packed inside and they don't fit back in once opened. They give you a bigger storage bag for the cover for free, hence you end up with this type of case "spare" which you just throw away... or using to hold tonneau covers.
