I decided to check the pollen filter on our 25 today. The filter housing was empty.
Is this normal for a non-AC car, or has someone just removed it?

Yes, that's normal for a car without aircon.

When I bought my Rover 75 three years ago, I took it down to Cofton Park for Pride of Longbridge. I felt a bit drowsy on the way there, but even more so on the way home.
When I checked the pollen filter, it looked like it had never been changed since it was installed at the factory.
