No it isn't, its much harder because a PAS rack is geared much higher than a non-PAS rack, therefore, if the belt breaks on a PAS car it is much heavier to try and steer than a normal non-PAS car.

Yes - found this with all PAS cars - if you stall it suddenly feels like someone has concreted your wheels in the road.
