I believe there were headed pins in the sill flange that slotted into a keyhole slots in the flange on the bottom of the sill flare. When the sills get repaired you lose the pins. I believe the trick is : undo the tie rod locknut by half a turn, remove the old track rod end, fit the new track rod end to the lock nut, back the new end off by half a turn then do up the lock nut. Thanks for all the comments.
Have cleaned all the threads, lubricated them with penetrating oil and managed to break the grip on the tie rod lock nuts and all the parts are moveable.
So hopefully now a straightforward replacement, fingers crossed.

Well new window mechanism installed and working perfectly. Glass was well stuck in it’s runners. Not sure if this was the original cause of the motor failure or just the 5+ years it’s been stuck shut. Will at some point open up the motor and see if it can be repaired.
