So long as there is enough slack on the cable then the revs are self adjusting via the stepper motor. However if the coolant temp sensor fails (which they do quite frequently) then the idle will be high.
Also try a stepper motor reset as this can sometimes help if the stepper is a bit sticky.
Turn ignition on (don't start car)
Depress throttle pedal rapidly and fully 5 times in quick sucession
If you listen hard you should hear a rapid clicking noise from the engine bay for a few seconds.
Once the clicking noise has stopped start the car and wait for the idle speed to stabilise.
