100% correct.
The Cosmos wheels were fitted as standard to some versions of the Rover 45, so having looked at Rimmer's page for the 400/45 range I would suggest that these are the nuts to go for:

You should go for 205/45 x 16 tyres, as if you go any higher on the profile (50 or 55) the tyres will rub on the inner wings when you are on full lock (many MoT testers would give you a 'Fail' for that).
The centre caps just push out, the Rover centres are available new from Rimmer Bros for approx £12.50 each, there are also plenty available secondhand on eBay.
Finally, it is a good idea to let your insurance company know, as those particular wheels would never have been a factory option on your car. If you have it on a 'Classic' policy, it is unlikely that they will charge you any extra (well, that's based on my experiences over the years
