Looking at your pic I would say the hinge mount is raised. With the tailgate up is the hinge flat to the body where it mounts ? It should look like the correctly fitting side.
There are many reasons a tailgate will kick up like that from rear end shunt to blowing up with a strong wind. I've seen worse in my past bodywork life.
Obviously without seeing it in the flesh I can only guess, but i would suggest the best way is tailgate off and knock the panel back down using a hammer and block of wood.

I have had this on a car that has lived outside all its life. like someone said earlier its almost certainly a bent hinge as a result of it becoming seized. If you have a replacement one they are not that much trouble to replace pretty much in situ but you need someone to help you hold the boot lid whilst the operation is happening.
